The Oskaloosa Municipal Water Department has been in continuous operation since 1906 and has been owned by the City of Oskaloosa since 1923. Operation of the Oskaloosa Municipal Water Department is overseen by the Water Board of Trustees, which consists of 5 members appointed by the Mayor of Oskaloosa. OMWD is operated independently of the City of Oskaloosa.
The water treatment plant has been in the same location since its inception, being updated numerous times in its history. The current treatment plant is capable of producing 3,000,000 gallons daily, and the current distribution system has 1,000,000 gallons in elevated storage.
